Why 3840 over 4096? More pixels always better?

I will have one 1080 ti turbo. Mobo: ASUS Z10PE-D16 Workstation.Cpu's are xeons E5-2640 V4.
Samsung 1000GB 850 evo (around 500MB/s) for the original video's.
500GB 850 evo for OS (linux) ubuntu 16.4
2 10TB WD gold for results. in stripping
Blender as videoprocessing, ffmpeg as converter.
1080ti can handle h265 as you say.
