I found it. Interesting. This is the first time I have seen this interpretation. I want to investigate this further because the FAA is apparently promoting otherwise according to a lot of people.

I saw this originally but didn't read far enough along to realize that was in there. I knew we were exempt from having to take the exam (what the title implies).
