does anyone know if the phantom 2 controller can be used on other non phantom birds (can it be paired with another plane or multirotor)? Wasn't sure if the controller is proprietary to DJI products or not?

If you're tanking about the vision plus controller, you will need a compatible receiver that works on 5.8Ghz instead of 2.4ghz with the correct outputs for you application (Pwm or ppm or sbus...).

The answer is No.
The protocol for the Phantom 2-nv 2.4GHz systems is DESST which is compatible with Futaba's FASST protocol.
I would imagine the DJI P2V & P2V+ 5.8GHz is the same DESST/FASST protocol but there aren't any 5.8GHz FASST receivers 'out there'. You'd have to use a DJI receiver as well.
