got a new P4 and on and off I hear this high pitch which sounds like it is a motor. not sure if it is a bad motor or not. It's on and off.

Whistling is normal.
The only moving/wearing parts in the motor are the bearings.
The best way to evaluate motors is post-flight.
Feel them for temp.
If all are similar you're good.
