Using an ND filter to slow your shutter speed is the way to go, a number 8 should do the trick. You can also tweak the pitch and roll gain settings while in flight and see if the small gimbal vibrations disappear. 90-95 is an acceptable value for these, but start with the filter, I think you'll be pleasantly surprised.
