Any city is not happy with flying around or over town,I presume you not going to fly kite in the street,again comes with risk,,,I've had some big kites and they need space,it don't matter if it look like a drone or the president, did you get in trouble, it almost comes across that way in your wording,,just fly where people are limited,it avoids the issue all together

Stay below 400 feet with your kite, PLEASE! I loved homemade kites when I was a kid and put them on a fishing rods till they were out of sight. Tried, but could not put a camera on them. Early drone
