The advertised flight time is 23 minutes , does that mean running your battery down to below 10% to achieve, or does 23 minutes refer to the time when you get a low battery warning at 30%.

That's the max possible flight time while flying in the most ideal conditions. 18 minutes is more common.
I got 18 minutes today but that is when the 30% timer went off. I don't fly it much longer after the timer goes off. I have 4 batteries. I don't take any chances.
You can check the battery life of you battery if you press and hold the power button for at least 5 seconds.
