DJI USB Charger & DJI Battery (10 PIN-A) to DC Power Cable doesn't work

I purchased both the DJI USB Charger & DJI Battery (10 PIN-A) to DC Power Cable to charge my smartphone if necessary and it doesn't work, has anyone else had this problem?

You need to turn on the battery when you plug it in (like you would to turn on your drone) otherwise it won't send electricity.
Also note there is 2 USB
One is 1A and the 2nd is 2A
Some phones can only charge with 2A
