For business? It looks like its talking about people on missions for business purposes, not just hobbyists?

Line of sight in all directions? They're way above the 400 limit vertically, I could see flying out at a distance under 400 without visual line of sight, but dont see them too keen on being above 400 regardless if you can pick out a plane in the sky. Theyre fast and you might not even see it either depending on weather, lighting, even if you have a live view on a camera.
