Maybe I'm just missing it. Is there a way to orbit a waypoint? I see actions for hover, vertical, and pano but that is all.

Ate you trying to orbit a waypoint as part of a mission? There is no orbit at waypoint action. You can simply draw a path around the waypoint and set focus triggers before and after the section of curved path that describes the orbit with the camera assigned to the poi... you can even set a leading and trailing focus trigger either side of the orbit path and interpolate. Don't worry if your orbit path isn't a perfect circle, with the FOV of the phantom camera you won't notice in the footage.
