It depends on what you do and how far away.
The Phantom can easily deal with a 20 mph wind but launching or landing could be tricky.
But if you fly a long way downwind, it could make return difficult but it would be easy if you had flown upwind

Bear in mind that the wind can be double a few hundred feet above the surface.

Many a quad has been lost by flying downwind and not having enough battery power to return into the wind.

I only fly when I feel its not too windy for me. I know the phantom will take a lot of wind, but my bottle goes ifs its too breezy.
