If the FAA Is going to register our drones...Well you know this is going to cost the Government time and money. My question is...Will they charge drone flyers to register ? And will we have to add register numbers on our drones?

No-one knows what they are going to come up with.
Just have to wait for the taskforce to work it all out - if they can.

The current "Registration" process ends up costing around $20 when you're all said and done. This includes your N# for the aircraft.
