Well if "public nuisance" isn't a catch-all, the "this list is not exhaustive" clause certainly takes care of it. Is there really anywhere in the UK that isn't within 150m of a "congested area" or 50m of a person?

This is written broadly enough to justify arrest of anybody flying a drone in public, regardless of the actual circumstances.
