Surveying IRMA Storm Damage - large area - Best way?

I need to survey a relatively large area - about 3 miles x 3 miles in Naples for damage caused by Hurricane Irma.

What would be the best program or a way to create a visual record of this whole area so that it can be inspected and recorded for storm damage?

Would drone deploy do this or something else better?

I'm sorry if this is a basic question that is easily answered elsewhere, but I am new to this kind of flying and surveying, we have very limited power and Internet service here at the moment.

IMO.. 3 sq miles is a lot to survey..
I would probably do it in 9 1 mile grids
another way to consider is to use the panaroma feature with the 18 photos
and create a series of panos. once done. a person can zoom into a specific area if needed.
