Can't see it working & as it says in the article the criminals or idiots won't bother to register anyway.
It's a start. It means the responsible pilot will be hounded by members of the public who are ill informed by the news media.
I for one welcome it. Of course terrorists, idiots or their ilk will ignore the rules. Just like Driving licence requirements to drive or drink/drug limits ignored but the Government cannot sit back and do nothing. It will come. Make no mistake.

Sadly a terrorist will not register a drone or criminals look what happened in Germany and France both times they used a truck the truck was regisfered too.
If you are required to show proof that you took the test before purchasing the drone it could work, but it doesn't take into account for the millions of drones already in circulation.
