It needs to be painful (the fine that is) and the word needs to go out that people acting in this manner will be actively pursued and prosecuted. While most might fly responsible because it is the right and smart thing to do, others like this guy aren't going to stop until it becomes very obvious that doing so can and will get very expensive.

I can't agree with the maximum penalty. Nobody was hurt, sentencing should correspond to the damage caused.
Maximum penalty should be reserved for death.

Just saying what? The drunks sentence will be substantially less in your example than it would be if they wreck and someone is hurt or it's a second offense..
Making an example of the first offender doesn't happen in real life.
I have a lot of respect for Judges, it is their job to keep the sentence commensurate with the crime.
You are spot on. Nip this behavior in the bud, by imposing very public & painful penalties.While I don't think this kid should go to jail for life I do think he needs a fairly painful fine for being stupid and $1500 isn't nearly enough. Call it STUPID tax and make it hurt.
If some examples aren't made early on what's to stop people from doing stupid things and ultimately someone will get hurt.
