I had problems with my P3S and wifi dropout and it was all connected with the DJI go APP. I uninstalled and reinstalled the app and everything was fine. Worth a try. I had a repeat of the problem after an App update. This also coincided with an update to the firmware and I had to get someone with an iphone to finish the update. I then updated my android app and everything was fine. I DO NOT update my app or firmware now (I am at Version 2.8.2 of the app) and it all works well.
For Wifi reset, the drone does not need to be on. But you might have a different issue, possibly the controller is not connected to the drone. In this case, you need to turn on the drone and see if it's linked first.
