Old thread, but I thought I would update with what I know since this keeps popping up in my searches
On Android devices you can unlock developer options. (you go into settings, about phone and tap build number a bunch.)
I'm developer options. There is a setting for keep mobile data on.
That will allow you to use wifi and mobile data on a p3s.
