Aerial Group Photo - How far away?

I hope this can go here............
I have accompany who wants an aerial picture of their 150 employees looking up at the drone. The drone wouldn't be directly above them. I would say it would be at about a 45 degree angle up, maybe closer.

• How high and far away does the drone need to be?
• Would this be interpreted as flying over people?

That's entirely up to you. Here's how I manage this type of situation:

A) Make sure it's worth the risk ($$$$)
B) Make sure your insurance is up to date and does NOT exclude this type of work
C) Fly in such a manner to where if you lost control of the aircraft (lost prop, bad ESC etc) the chances of hitting someone are greatly reduced

In the eyes of the FAA if something happens and you hit someone you were too close. They haven't' given us a firm "set back" distance as of yet that I have seen.
