Is that the low res preview image or the hi res image from your SD card?

What is ISO and shutter speed? Its definitely out of focus, could be wind and long shutter.
I would put bird on flat table and shoot a few images to see if they different.

Agree.... Doesn't look very good at all.

My guess, given you haven't provided any settings detail, to low a shutter speed... Effect often referred to as camera shake or motion blur,

The shot was made in low light conditions with a very slow shutter speed.
If the Phantom was moving at the time you are bound to get motion blur.
Try shooting in well lit conditions and let teh Phantom pause to steady itself.

As the camera doesn't have the aperture control, you may need ND filters in day light to go on lower shutter speed.

ND filters are no help at all in low-light conditions and would only make things worse.
Making the shutter speed even lower is the last thing you want in low light.

Unless you know what you're doing with camera settings, just use Auto.
It will give good results most of the time.

I think in your example the main issue is that shutter speed is too slow due to the low light.
Your photo editor has removed the exif data or we could see what it was.
The phantom is stable but once you get into longer exposures there's a lot of luck involved in getting a good shot without a bit of movement while the shutter is open.

Keep shutter speed 2 sec or lower and use post processing to adjust your brightness

Given the exceptionally long shutterspeed it is a very good picture!
Having said that; the P3 is not made for such a long shutter speeds.

The jpg artifacts (in camera settings I suppose) are interfering with the sharpness; for a very high frequentie picture (lots of tiny but meaningfull details) like this you need the highest jpg-quality. Do all the processing especially the sharpness in post. Better shoot in DNG.

I found getting a decent set of filters really made a difference. I found these to be a great deal for $50.00 I know you can get much better ones but I found these served my purposes very well.

The problem is: not enough light = shutter speed too long = motion blur.
No filter in the world will be any help in this situation.
And if you are thinking of ND filters, that's like wearing sunglasses at night - it will only make things worse.
