The shot was made in low light conditions with a very slow shutter speed.Iso 800
Shutter 6.25
ND filters are no help at all in low-light conditions and would only make things worse.As the camera doesn't have the aperture control, you may need ND filters in day light to go on lower shutter speed.

I found getting a decent set of filters really made a difference. I found these to be a great deal for $50.00 I know you can get much better ones but I found these served my purposes very well.
The problem is: not enough light = shutter speed too long = motion blur.I have filters on order , I'm going to try some of the tips mentioned , thanks
