Does the phantom 3 standard operate better in the warm weather? I have been flying in the cold weather recently with snow on the ground. And the video has been a little choppy. But when I fly in the warm weather it seems to do a lot better in the video is smooth. Does the cold have anything to do with it?

The rubber gimbal balls are probably more firm in cold weather... ALSO, and probably more to the cause - in bright conditions (especially with white snow!) unless you are using a neutral density filter of at lest #8 or #16 you will get "jello" in the video - is that what you mean by "choppy"?
