Flying at night

I have been what seems like being folllowed by a drone. While at work at night I see flashing lights mainly red that seem to just circle the plant. Even when I go home the object is over head. One night I took my cell phone and was trying to grab video of it and during playback I noticed the object tracking me with some kind of jammer cause I would lose video and would also see a white dot on the screen. I was curious to know if it's civilian technology or something else. Spoke to a gentleman from a local airport and has never heard of this.
