Batteries suddenly wont accept full charge

I had 2 P4P high capacity batteries and they charged to 100% no problem. I bought a 3rd and suddenly all three now only charge to 88% and the charger never actually turns off.
The LEDS when on charge do 6x blinking sequence, PAUSE (off), repeat.
Each battery has had less than 8 charges.

Any thoughts?
Should I run down to 8% and then recharge?

What happens after doing the following:

1) Insert the battery into the Phantom, power it on, power it off, connect the battery to the battery charger.

2) Turn the battery on and connect it to the battery charger.

My thought is it's three times more likely to be the charging supply than one of the three batteries.
