Might be a stupid question but what's the point of the black legs on the bottom? Is that to extend the length of the legs so that dirt doesn't get on the camera?

Yep they provide a little more ground clearance for the camera and add some stability on uneven surfaces. They also have some flex which will help in a hard landing compared to the straight legs. They are quickly popped off to fit into a smaller case if needed too.
