IMO there is no need to do it. I have a Du-BRO prop balancer that I use for my racer quads which is very needed for gemfan, kinkong, dal props and all others but every time I check my p3p props they are always perfectly balanced. Have not find one that is not balanced...

When doing the FAA registration I don't recall it specified anywhere that you need to be a resident. Anyway, if you won't be breaking any laws, I don't see why you should worry...

I had similar issues with the app and my fix was to uninstall and reinstall the app... Try that and see if it works

If you meant maximum wind speed recommended for flying, most people here will tell you that under 18 mph is ok to take the drone out. I usually don't take it out if wind at 400 feet is more than 15 mph... I use the UAV Forcast app to verify this data...
