The chances of two with the same issue is pretty slim - especially given no-one else is reporting that issue...
Are you sure you're following them right procedures?
Much as I'm not a huge fan of the GoPro (as a camera) its the easiest way as other folks have put in all the effort to see what works.
I'm not aware of anywhere they give the range for the in camera WiFi for any manufacturer.

change cam to one with video out (like GoPro); also get a mount for it
- add 1.2 Ghz video transmitter/receiver/monitor setup
- add mini iOSD for telemetry
- change out mainboard for P2 mainboard (cheapest way to add CAN bus needed for iOSD)

The difference between CE and FCC is only transmitter power. CE is a lower power output setting than FCC.
Its highly unlikely anyone would know what mode you use.
