How do you bind the camera to the RE (what is the RE?)

I have new batteries and new WiFi Range Extender. Startup goes smoothly. Controller/drone power/phone app > Phantom connection "Phantom636edb", shows clearly on phone. However, when I go to make connection with camera (which I do before I takeoff, the phone shows "Phantom Connection Broken"...
