It’s illegal to take off and land in a NP. If you can find a close enough property not part of the NP you can fly from there and fly over the park. The FAA controls the airspace. Property owners control surface permissions.

I just bought a drone before going to Cabo last January. I loved watching the whales and can't wait to go back this winter. I was a new pilot so I didn't have filters and the video isn't the smoothest.
Cabo 2016 Whale watching; I had only been flying a couple months at this time. Mexico has the same drone laws. Federales and local cops watched me fly.
